Muombamungu James Disability Inclusion & Refugee Advocacy

WHO I AM

I am Muombamungu James, a disability inclusion advocate based in Uganda. I work to ensure that refugees with disabilities are meaningfully included in education, health, livelihoods, protection, and decision-making processes.

Through field experience in refugee settlements, being a refugee with disability and collaboration with partners, I promote inclusive systems that recognize dignity, equality, and participation for all.

Across refugee settlements in Uganda, a quiet crisis is unfolding—one that is often overlooked in mainstream humanitarian discussions. It is not only about the reduction of funding, but about what that reduction means in the daily lives of the most vulnerable people.

For refugees with disabilities, funding cuts do not simply reduce services. They reshape survival.

This reflection is drawn from field experiences and the recent findings published by the Association of Refugees with Disability, which documented the realities of refugees with disabilities across different settlements in Uganda.

A Reality Felt in Everyday Life

In the communities where I work, I have seen how humanitarian services once considered essential begin to shrink when funding reduces. What used to be consistent support slowly becomes uncertain. What was once accessible becomes distant.

For a person with a disability living in a refugee settlement, this change is not abstract. It is personal.

It means waiting longer for medical attention. It means walking longer distances without assistive support. It means missing out on food distributions because the system no longer reaches everyone equally. It means slowly being pushed further to the margins.
